On occasion, NCSHPO seeks experienced professionals to complete historic preservation research and other projects, which is done via a Cooperative Agreement with the National Park Service.

REQUEST FOR PROPOSALS – Architectural Survey in Support of the Elevate Florida Program
The National Park Service (NPS) and the National Conference of State Historic Preservation Officers (NCSHPO) seek the services of a cultural resource consultant to support the project outlined below (see attached RFP and maps). Interested firms should submit a complete proposal and cost estimate in response to this RFP to NCSHPO no later than 5:00 p.m. ET on Tuesday, July 8, 2025. Electronic copies of proposals may be directed to Mr. Nicholas Chamberlain, NCSHPO Special Projects Manager, at chamberlain@ncshpo.org. Please note that this project has a deadline for completion by December 31. Because of the tight deadline, the window for submitting proposals has been limited to 14 days. Award of this project is contingent on final approval of funds. Follow-up questions from consultants and corresponding answers are posted at the bottom of this announcement.

Consultant Questions and Answers
- Based on the SOW to survey buildings, structures, and other resources 45 years of age or older, our initial review of the proposed survey areas indicated a considerable number of resources to be documented. Based on that assumption the 8/28/2025 deadline for the 80% draft report is aggressive. Is that date flexible?
We recognize that the timeline is very aggressive. While we are hoping to find some flexibility in our August 28 deadline, we currently cannot commit to any changes to that deadline. Feel free to provide additional estimates of:
A) What you think would be a more reasonable timeline for you to reach the requested 80% draft (Deliverable #4)
B) The amount of work that you think you can reasonably accomplish by August 28, assuming a July 15 kickoff date.
2. Is there a format that must be followed for the proposal and costs estimate?
NCSHPO does not have a required format. As long as it is professional-looking and adequately addresses the requested information, whatever format you choose is fine.
3. Can you provide clarification on the age of the resources that will be documented as part of this project? Will resources 45 years and older be documented, so through 1980 date of construction?
Correct – 1980 would be the cutoff date for construction.
4. Is there an estimated budget to complete the work outlined in the RFP?
No, we have no estimated budget to offer at this time.
5. Deliverable #4 states the following: “The Recipient shall provide one (1) electronic and (1) hard copy of the Draft Historic Structures Survey report for each of the assigned project areas” Does that mean a separate report will be required for each project area? For example, three separate reports for each separate project area in Lee County?
That’s correct. Understanding the real possibility that our funding timeline might only allow for partial completion of this project, we’re asking for it to be broken into smaller reports, rather than a larger report encompassing all areas.
6. We understand the project completion date is 12/31/2025. Is that also the deadline for the submitting Deliverable #5: (Final Florida Master Site File Forms) & Deliverable #6: (Final Historic Structures Survey Report) as no deliverable deadlines are provided for those?
Final deliverables should be submitted by 12/1/2025 to allow time for final review.
