Funding Historic Preservation Ahead of America’s Semiquincentennial

At long last, the Notice of Funding Opportunity (NOFO) was approved last week – enabling SHPO (and THPOs) to apply for their critical FY25 apportionment funds. We look forward to the swift processing of applications, so our past is retained for the benefit of future generations.

The work is far from done however; using the recent challenges to galvanize our efforts, it is imperative Congress hears from the entire preservation community now to secure meaningful HPF funds for FY26. This is of particular importance, given the Administration’s proposal which sought to nearly zero out HPF funding. The suggestion of such an excessive cut to the HPF demonstrates a fundamental lack of understanding of the program – which fails to recognize the consequences of denying funds. It is therefore imperative that Congress is fully informed on their responsibility to craft meaningful FY26 funding proposals for the Historic Preservation Fund – and we hope YOU will participate in this effort!

NCSHPO and the National Trust for Historic Preservation collaborated on a letter directed to Congress’ four corners of appropriations to position FY26 HPF funding as an integral component of commemorating America’s Semiquincentennial, outline the financial need and justification of such funds, and highlight the benefits of the federal preservation program. In a record showing of support, 18 National colleague organizations endorsed the letter seeking the forthcoming FY 2026 Interior and Environment appropriation bills include:

  • Robust funding necessary for SHPOs and THPOs to carry out the requirements of the NHPA, ensure CLGs can provide local expertise, and encourage investment in projects that celebrate the nation’s rich history to commemorate America’s 250th
  • A provision for a 1-year extension of the authorization of deposits to the HPF, to renew this dedicated non-taxpayer funding

Who should the letter be shared with?

Prioritize outreach to your Congressmembers on the House and Senate appropriations committees, as they prepare their forthcoming Interior/Environment Congressional Appropriations bills. House movement is out in front, and is possible in the next couple of weeks.

The lead-up to our nation’s Semiquincentennial presents a unique opportunity to commemorate America’s pioneering spirit and highlight the history and sites that unite us all. In 2026, we will not only observe the 250th anniversary of American independence, but also mark the 60th anniversary of the NHPA, the 50th anniversary of the HPF, and the 50th anniversary of the Historic Tax Credit program. Taken together, these noteworthy anniversaries merit recognition for the many ways our national preservation program serves our communities by attracting heritage tourism, fostering community development, supporting businesses and job creation, and promoting thriving local economies.

Congressional Action

 

Since 1976, the Historic Preservation Fund has demonstrated the federal government’s commitment to preservation and its importance at national, state, and local levels. The absence of meaningful FY26 HPF funding would spur detrimental impacts to historic resources, negatively impact federal project timelines, and demonstrate indifference to the very things that tell our nation’s story – all as America commemorates it’s Semiquincentennial.
